SPT's mooring masters' responsibilities include but are not limited to:
- Managing ocean-going oil tanker lightering operations to ensure safe and environmentally sound procedures
- Ensuring officers of both the lightering vessel and the vessel to be lightered comply with safety requirements to avoid oil spills and incidents
- Terminating the lightering operation if the safety of the vessels, crew or environmental protection so requires
- Guaranteeing the vessels' design and condition are up to par for the operation
- Advising masters of both tankers
- Supervising the vessels' approach, maneuvering into final position, mooring and positioning of the lightering hoses
- Monitoring the transfer of oil into the lightering vessel to ensure that no leaks or spills occur
- Overseeing the connection of hoses and maneuvering of vessels upon completion of the operation.
